     Summaries of FMVSS 301, 302, 305, and Part 581

49 CFR 571.301 Fuel System Integrity (FMVSS 301)

Test-Procedure TP-301-04 for FMVSS 212, 219, 301 (301L Lateral Moving Barrier Impacts, 301R Rear Moving Barrier Impacts), TP-301S-02 (301SB School Bus Moving Barrier Impacts)

FMVSS 301 requires when a vehicle with 50%-ile male Anthropomorphic Test Devices (ATD) at each outboard Designated Seating Position (DSP, see also DSP Test-Procedure TP-DSP-01) impacts any frontal fixed or moving barrier crash test at a speed up to 48 kmph (30 mph) (such as during FMVSS 208 or 214 testing), fuel spillage must not exceed 28 grams (1 oz) from impact until motion of the vehicle has ceased, and must not exceed a total of 142 grams (5 oz) in the 5 minute period following cessation of motion, and must not exceed 28 grams (1 oz) during any 1 minute interval in the subsequent 25 minute period.

FMVSS 301 requires when a vehicle with 50%-ile male ATD (at each outboard DSP) is impacted from the rear by a Moving Deformable Barrier (MDB) at a speed up to 80 kmph (50 mph) with a 70% overlap, fuel spillage must not exceed the same values during the same time periods. FMVSS 301 requires when a vehicle with 50%-ile male ATD is impacted laterally on either side by a MDB at a speed up to 53 kmph (33 mph), fuel spillage must not exceed the same values during the same time periods.

FMVSS 301 requires a “static rollover” test immediately after each crash test: when a vehicle is rotated on its longitudinal axis with the axis kept horizontal, to each successive increment of 90°, 180°, and 270° at a uniform rate, with 90° of rotation taking place in any time period from 1 to 3 minutes, and after reaching each 90° increment the vehicle is held in that position for 5 minutes, then to each successive increment of 90°, fuel spillage must not exceed 142 grams (5 oz) from the onset of rotational motion for the first 5 minutes of testing at each successive 90° increment, and must not exceed 28 grams (1 oz) in any 1 minute period.

49 CFR 571.302 Flammability of Interior Materials (FMVSS 302)

Test-Procedure TP-302-03

FMVSS 302 requires the following materials must not burn or transmit a flame across any surface at a rate more than 102 mm (4 inches) per minute: seat cushions, seat backs, seat belts, headlining, convertible tops, arm rests, all trim panels including door, front, rear, and side panels, compartment shelves, head restraints, floor coverings, sun visors, curtains, shades, wheel housing covers, engine compartment covers, and any other interior materials, including plastics, fabrics, coverings, padding and crash-deployed elements, that are designed to absorb energy on contact by occupants in the event of a crash.

49 CFR 571.305 Electric-Powered Vehicles: Electrolyte Spillage and Electrical Shock Protection (FMVSS 305)

Test-Procedure TP-305-02

FMVSS 305 requires the same criteria, requirements, and test conditions as FMVSS 301, and applies them to electrolyte spillage from Lithium-ion propulsion batteries and electrical shock protection testing. FMVSS 305 requires numerous electrical tests and mitigations.

Note that a “passenger compartment” is explicitly called out, therefore for due care FMVSS 305 is applicable to any vehicle with Lithium-ion batteries and a passenger compartment. Voluntarily offering a passenger compartment reduces the allowable electrolyte spillage from “5.0 liters” down to “no visible trace” meaning 0 mL (0 oz).

49 CFR 581 Bumper Standard (Part 581) (Table of Contents)

Test-Procedure TP-581-01

In process...

Historical note: Part 581 incorporated and superseded the previous bumper standard 49 CFR 571.215 (FMVSS 215). Part 581 was issued on May 4, 1977, published in Federal Register, Vol. 42, No. 92, pp.24056-24060 on May 12, 1977, with an effective date of September 1, 1978 for a less-stringent phase-in period, and full compliance required on and after September 1, 1979.
